Job description

Reporting to the Head of Asset Management, you will be required to support the asset management department in ensuring the team maintains and develops comprehensive records and contract and asset information in order to ensure the team effectively delivers planned maintenance services to the housing stock and other assets.

Your main duties will include:

  • Developing and using information systems to maintain and update comprehensive records of all works programmes issued to maintenance contractors including IT systems, stock condition databases and contract management software.
  • Creating and maintaining process maps and document control systems.
  • Developing innovative ways to maximise access to property to enable essential survey and planned maintenance works to be completed.
  • Assisting in producing detailed reports.
  • Developing and maintaining effective communication and consultation processes with stakeholders including liaison with the Leasehold Management team regarding publishing programmes of works for leaseholders.

To support the asset management department in ensuring the team maintains and develops comprehensive records and contract and asset information in order to ensure the team effectively delivers planned maintenance services to the housing stock and other assets.

To ensure that document control, procurement and contractual procedures and processes are efficient, compliant and provide adequate risk control.

  1. Develop and use information systems to maintain and update comprehensive records of all works programmes issued to maintenance contractors including IT systems, stock condition databases and contract management software.
  2. Create, implement and maintain process maps and document control systems for departmental contract procedures. Carry out a continuous review of these systems to identify process improvements.
  3. Promote planned work projects with tenants and residents through established mechanisms such as the customer newsletter and at customer consultation events.
  4. Advise contractors’ on and oversee the use of promotional material to ensure it meets the Four Housing objectives.
  5. Review activities and identify and investigate trends within programmes of work that affect contract management or service delivery. Advise the Head of Service on contractual changes required as a result of these trends.
  6. Develop and implement innovative ways to maximise access to properties to enable essential survey and planned maintenance works to be completed.
  7. Carry out bench marking exercises with other Social Landlords in order to demonstrate value for money for works and contract management. Research and advise on current good practice with planned maintenance and prepare case studies and reports as required by the Head of Service.
  8. Produce detailed reports on past spending and future planned investment in properties as required by stakeholders in order to support their business activities.
  9. Produce performance information, progress reports and case studies.
  10. Carry out audits of contractors’ performance data and produce reports of findings for use by department managers.
  11. Support Asset Team procurement exercises including producing and editing tender documentation in accordance with the Council’s Constitution and OJEU procurement requirements. Maintain the Asset team tender register and tender documentation.
  12. Develop and maintain effective communication and consultation processes with stakeholders including liaison with the leasehold management team regarding publishing programmes of works for leaseholders.
  13. Carry out checks on the accuracy of data held in Asset systems including our Keystone Asset Management System.
  14. Co-ordinate the use of our tool for Sustainable Asset Management Modelling across the stock portfolio.

Person requirements

Qualifications

  • Higher level qualification in a relevant Technical discipline (such as HNC in Building Construction)
  • Experience in Asset Management
  • Experience in surveying maintenance works

Experience

  • Knowledge and experience of Asset and Maintenance issues including energy efficiency and environmental issues
  • Experience of monitoring planned maintenance programmes
  • Experience of managing a complex asset database
  • Experience in analysing statistical data to support and inform planned investment programmes
  • Ability to translate complex information into a format suitable for a range of users
  • Ability to produce reports
  • Experience of the Keystone Asset Management System
  • Experience of using a sustainable asset modelling tool

Special Knowledge

  • Up to date knowledge of building regulations and of their impact on sustainability issues
  • Excellent ICT Skills (Word, Excel, Powerpoint, Project Management)
  • Knowledge of procurement legislation and processes including OJEU
  • Intermediate Visio skills
